He graduated from the Al-Farabi Kazakh National University with a degree in Finance and Financial Law in 2005, he completed a master’s degree in Finance at the T. Ryskulov Kazakh University of Economics in 2007, he completed a master’s degree at the Academy of Public Administration under the President of the Republic of Kazakhstan with a degree in State and Local Management in 2009, he completed a master’s degree at the University of Warwick by the Bolashak program (Great Britain) with a degree in Project Management (Program and Project Management) in 2012.

 From 2005 to 2006, he worked as a leading specialist in the structure of the Ministry of Finance.

Since 2006, he has worked in the antimonopoly sphere as a chief specialist in territorial divisions.

Since 2009, he has worked in JSC “Center for Development and Protection of Competition Policy” and the Association of Legal Entities “Kazakh Association of Organizations of the Oil and Gas and Energy complex KazEnergy”.

Since 2013, he has held positions from Deputy Director to Head of the Department of the Committee for Regulation of Natural Monopolies and Protection of Competition of the Ministry of National Economy of the Republic of Kazakhstan.

Since 2015, he has worked as a Deputy Chairman of the Committee on Regulation of Natural Monopolies, Protection of Competition and Consumer Rights of the Ministry of National Economy of the Republic of Kazakhstan.

Since September 2019, he has been the Chairman of the Committee on Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan.
