He graduated from the Almaty Institute of Energy and Communication in 1998 with a degree in Economics and Management in the Fuel and Energy Industries.

He started his career as a leading specialist in the tariff methodology division of the Accounting and Statistics Department of the Budget and Accounting Department of the Kazakhstan Electricity Grid Operating Company (KEGOC);

1999-2001 – Chief Specialist of Budget Planning, Pricing and Tariff Policy Division of Economics Department of KEGOC JSC;

2001-2002 – Head of Pricing and Tariff Policy Division of Economic Department of KEGOC JSC;

2002-2005 – Deputy Director of the Planning and Economic Analysis Department of KEGOC JSC.

In the past, he worked as Director of the Department for Regulation and Control in the Electricity and Heat Industry of the Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies; Deputy Chairman of the Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies; Chairman of the Board of the Joint Stock Company Kazakhstan Centre for Modernisation and Development of Housing and Communal Services.

He worked as Akim of Saran, Karaganda Region, Deputy Akim of Karaganda Region, Deputy Minister of Energy of the Republic of Kazakhstan.
