In 1995, he graduated with honors from the Obninsk Institute of Atomic Energy (Russian Federation) with a degree in physicist-thermal power engineering.
He began his career in 1995 as a lineman at the Zhezkazgan CHP of the Kazakhmys Corporation JSC of the Karaganda region. Then he was appointed as a turbine operator. Having demonstrated advanced technical knowledge in the energy industry, he was promoted to the position of a station shift supervisor of Zhezkazgan CHP.
Since 2003, Sabyrgali Idrisov has been Deputy Technical Director, then Deputy Chief Engineer, Production Director of Karaganda CHP-3, Commercial Director of Karaganda Zhylu LLP.
Having shown organizational skills and high achievements in management activities, in 2007 Sabyrgali Idrisov was appointed General Director of Karaganda Zhylu LLP. In this position, he personally initiated and implemented dozens of industrial, high-tech projects aimed at the comprehensive development and growth of the company’s economic indicators.
Sabyrgali Idrisov has 5 years of civil service experience.
In 2009-2010, Sabyrgali Idrisov worked as Deputy Chairman of the Committee for State Energy Supervision of the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan.
In 2012-2014 – Deputy Akim of the Karaganda region. In accordance with his official duties, he coordinate housing and utility, controlled the heating season, directly interacted with energy producing, energy transmission and energy sales enterprises of the region.
In 2010, Sabyrgali Idrisov was appointed General Director of Karaganda Energocenter LLP, which includes Karaganda CHP-3 and Karaganda CHP-1.
In 2015-2017, Sabyrgali Idrisov worked as the General Director of the Kazvodkhoz RSE of the Committee for Water Resources of the Ministry of Ecology,
Geology and Natural Resources of the Republic of Kazakhstan. Kazvodkhoz RSE has a branch network throughout the country and is focused on the operation, maintenance and safety of water facilities of national importance, hydraulic structures and reservoirs for complex purposes, main water pipelines and other water facilities.
From 2017 to February 2021, Sabyrgali Idrisov was the General Director of Ust-Kamenogorsk CHP LLP. UK CHP is the largest electricity producer in the East Kazakhstan region, provides heat generation for industrial enterprises and covers 80% of the load of the housing and utility sector of the city of Ust-Kamenogorsk.
In June 2023, Sabyrgali Idrisov was appointed General Director of Kazakhstan Utility Systems LLP.
